I guess that works but it kind of goes for a lot of things. Envy's one I've never really understood, but I did just look around a bit and saw some people speculating that it's because of his jealousy of human kind's ability to "walk and move forward". Not literally their ability to walk of course, just the same symbolic meaning as when Ed is describing what Envy is jealous of, the fact humans can pick themselves up when beaten and with the help of their friends, can continue to push forward and keep going.

Someone else speculated that it's because the real Envy is jealous of human legs like that when his real form has lots of little tiny legs that are more like little arms.
